They are planning and waiting and refining those plans as new information comes out. The model has now been described - from here we are just plugging in the numbers for T2 production and moons, respawn rates, roid and rat values, and tweaking our new sov and bridge maps to suit the costs and advantages. This is how it will be, and we will adapt.

The sov changes will force some unwanted changes but oh well.
