I think so. I got Ice Harvesting and spend 10 whole minutes mining with an Ice Harvester to get a single block of ice (argh!)! But then much to my surprise I found I could process it without the Ice Processing skill. I dunno if that's changed in the patch now though. |

You do not need any special skills to mine ice or to refine it. The ice harvesting skill reduces the cycle time on the ice harvester. The ice processing skill reduces your waste. |

correct. If you are referring to the tech2 ice miners they would probably need lvl 5 icemining. As the modulated strip miners also need lvl5 mining. |
