The new TQ patch is being readied up on Singularity as I just pointed out in the news. I didn't list there some of the improvements which are not yet in but we're finalizing internally. I might delay the patch to get all of these in if they take more time to finish, but unfortunately I have other things to consider than just these points. Here are the main things (Excluding general bug fixes):
- Small and Medium Control Towers. The Medium should fulfill many of the average corp needs and the Small is very mobile, but doesn't give you very much flexibility. This should definately add to the opportunities below 0.4 and even more so when we implement the new world order.
- Agents now correctly take into consideration the security rating of the system they are in. There was a bug in the formula so that previously, the higher the level and better Effective Quality the agent, the less security rating had effect on the Reward/Bonus Reward/LP. This is now done correctly resulting in some high sec agent runners getting nerfed (high LVL, high EQ, 1.0) and low sec runners getting some love too (high LVL, high EQ, 0.0). However, this is not a deliberate nerf dear friends, I have been quite adamant on not nerfing Empire to boost low sec runners, but this is how it is supposed to be and we have to correct that.
- More agent stuff, Tech Level 2 Components will be exchanged with Materials lower in the Component chain to be less disruptive to this upcoming market and encouraging agent runners to either group and set up their own (Small/Medium) Starbase setups or sell to moon material aggregators. This probably will nerf the YAY4TL2C rewards but reward calculation will compensate to some extent the movement of the reward to the material since it has lower unit cost (Short, you get multiple units of materials for each unit of TL2C you would have gotten).
- Sheeet Lodz of new missions (44 to be exact), Zrakor has been quite busy, he also balanced many offers, including Navy and implant offers. (Some new skills in there too)
- 4 new Deadspace Complexes are in and many of the current ones have had some changes. A difficulty 8 Gurista, diff. 6 and 10 Sansha and a diff. 6 Rogue are the ones coming.
- Electronic Warfare / Propulsion Warfare is still scheduled to come in, now with proper UI support. I know it's quite a turnaround in gameplay and we're still testing it so it might get cut - but currently it's going in.
- Pulse Laser Nerf is in, I think Hammer did a good job on those, it's mainly working on their range. Personally I'd like to look into Beams as a result since they have never been very useful, but thats perhaps something for next patch. Any comments on why the second smallest L laser is getting nerfed can easily seen in the link provided.
- Hybrid turrets getting a small decrease in Cap usage is what we're discussing right now, hope we get this one in. The sugar on top would be a small decrease in grid usage too, but I wouldn't count on that one. How's that for hybrid love?
- System Scanning times cut down considerably and the Covert Op getting a System scan bonus (YAY4TW)
- Pilots in Space will now show a 30 minute average count. I really want this into this patch, it's not our final solution, but I think it's an improvement of over the current situation. This is a compromise which moves towards the blacking out of the map in 0.0 but also leaves room for improvement with things such as Starbase structures or skills/ships/modules which can give up-to-date info on systems or even whole constellations. I'm open for changing the 30 minute interval up or down based on experience, this can be done during downtime so feel free opening up some threads on the issue.
- Ammo changes is a candidate for cutting, I'd like to test them some more before going out.
- Lets not forget that Stealth Bombers are in.
- Not to mention mutual war declarations. A party which is declared upon can accept the war declaration, resulting in no cost being billed to the declarer.
- We are also finalizing a simplification to the war cost calculations. Wars including corporations should now cost 2M pr. week as usual and a war including an Alliance on any end will cost the fixed amount of 50M pr. week, size does no longer matter. The number of wars multiplier is still active, based on wars declared by you. The startup cost is exactly the same as the weekly fee and it does no longer consider cancelled wars towards the war multiplier (which was a bug, some other ones also fixed). Note: Increased after further investigating active current active wars on TQ
- Why stop here? Lets not. Factory, Office and Lab slots in Empire Stations have been increased as a stopgap until the final solution is implemented later this year. Adding 24 slots of Lab and Factory and a 50% increase in Offices.
We are also putting in a number of optimizations in this patch, most notably a change to how we handle ammunition. This change makes ammo use less database resources and should hopefully result in better performance (ie SPIFFEH) under a number of circumstances, but we won't see any real results until it's live on Tranquility.
This patch is scheduled to go to Tranquility within the next 3 weeks depending on how testing goes on Singularity. I expect patch notes to be available before the weekend.
After we wrap up this patch we will start work on the next content patch, which is some months down the road, featuring 2 if not 3 new ship classes, the new world order and a paradigm shift in how you will look at agents (literally).

The # of corporation multiplier just caused confusion for players and GM's alike and opened up for exploit where alliances just added alt corps to incrase the cost.

In fact, a much better idea would be to increase the war cost by 10% a week. And when the war is over, decrease the cost by 10% per week until it reaches the base cost again. And increase the base cost to 100m.

And while the multiplier for the number of wars is a good system, declaring on the 3 major Alliances would cost a corporation 180m per week. Easily achievable by many corps. Without any significant monetary loss, Empire will be turned into unsecure space, and the drain seen on the Alliances will be immense.

Some very great changes! I fear that Small und Medium CTīs wonīt help much. They seem to have not enough CPU for anything. But they will be still nearly impossible to destroy. Make them more profitable, but make them also more vulnerable! Ammunition handling: Is in the moment a bit buggy on Sisi, itīs not possible to load more than one gun at the same time.

I'm not sure on the complicated part. If you war dec, cost goes up one week later. If you cancel, cost is still the same until another week passes and it goes down again.

Not really, the Small has 25% the shield/armor of the current ones, the Medium 50%. Starbases might in general get less defenses, but that would apply to all and not in this patch.

30m are -way- to easy for a single player to get in a week this time; I suspect we'll see may few player pirate corps, or even 1 player pirate corps declaring wars on one big alliance just to be able to sit in Yulai and have lots of helpless newbie alliance players roaming around... Base cost should be much higher... alliances don't like to combat in empire space anyway; since they mostly fight against other 0.0 entities or defend their 0.0 space... Its true that theoretically an alliance can take its fleet into empire and start hunting the (very small) entities that declared war on them - but they have much better things to do in 0.0 space...

Oh man... DONT BOOST BEAM LASERS. They are FINE as they are. People dont use them right now because pulse are too uber. ;) Also, if you're gonna decrease hybrid powergrid use... decrease it on projectiles, too. Its pretty damn hard to fit artillery. Cap use ok decrease that a little.

Oh lemme add - The ammo changes are good, except for the fact that lasers have a supreme advantage at choosing range now. Instant crystal swappage, combined with no -25% or +25% ammo, means that artillery and railguns are incredibly inflexible. Rod Blaine made some very good posts on this, but basically lasers also get more bonus from tracking computers and the high range ammo. Please look into rectifying this. I'll also add, that a skill needs to be added to lower reloading times. Oveur, I believe the 30 minute count is too much. Kill the map entirely, you know you want to. 30 minutes means the map will be useless for general pvp but still leaves the poor people with starbases in small corners of the universe wide open since their operations are limited to that system.

the 30mill cap looks nice on war bills. Im tired of seeing our own alliances war bills shoot upwards past 100mill plus moreso as the corp declaring against us must be. Also the rising incidence of alliances using alt corps to inflate war cost was starting to get out of hand in some alliances so all in all a very good move. Hell if the alliances are too carebear, they can always use alt corps and probably do outside the alliance. I especially like the scanning and covert ops changes, Ive yet to have a successful occurance of finding someone before they either move again or log. The decreasing of T2 componant drops to ingediants is a good move andhopefully lead to a phase out once POS production picks up.

It will be interesting to see how the 30 min average affect blob wars. My guess is alt scouts will begin to multiply like rabbits. Lasers got their swipe of the nerf bat, but what about the missiles? They have been in 'rebalancing' for longer than pulse.

nice changes, i do tend to agree that 30mil is way to cheap. This will mean that all Alliances will have wars constantly == They can't travel into empire at all without support from their troops. How about a roof of 100mil? makes more sence though. It should hurt the corps that decides to declare war against a alliance, thats why we have alliances right? or have the limit go up per week you have the wars active(haxor declare and surrender every week) i'd also like to see the amount of time before it becomes active / goes away increased. 24 hours is way to little when retracting the wars. how about several days? or am i being stupid? my 5 cents on it... cant wait to get online on SISI tonight.

The bad thing about having a fixed price war is that now you can pay 1 billion for your corp to be the executor of an alliance and still be a single corp however wars against you now cost a lot more. An expensive form of insurance, but within a lot of corps means. At the other end of the scale it is now cheaper to declare legal piracy against large alliances. The war system is still in need of a lot of thought however i am happy to see that war by mutual consent is now an option. I take it either side can surrender in this situation?

This scenario of alliances dying in droves just isn't real. IF war declaration start to get out of hand, like when it was 1mill, then Oveur can increase that to 50mill, but tbh the generalisation that its easy to earn 50mill is very biased and not the case for most of Eve (Im sure Oveur can put figures to average income)

Looks like I'm gonna have to duel viceroy to get Oveurs babies... just my luck. Just wanted to say good work to the guys from ISD as well since they seem to be doing a very good job relaying the major problems as discussed on the forums to the dev team.

Some good stuff there, got to say though the new EW and Jamming parts certainly hinder solo pilots. Actually pretty much killing solo pvp, unless I missed something?

Sounds good, but I'd still like to see the "dual" class of turrets get looked at. Higher tracking would be nice, make them more useful vs. one class under type ships.

The main problem with Probes is that they APPEAR on scanner... remove this and everything is sorted. The time would not be an issue (although this is liked).

i kno for a fact that im not the only person thinking this.... WTF ARE STEALTH BOMBERS??? oh and my 2 cents on the guy who sed that artillery cannons need a bigger damage mod... have you ever seen a rail gun do 1800 damage? Railguns in my opinion are most nerfed gun in the game. Not all that good damge, cant change range easy, have to choose between close and long setup (cant change from blasters to rails mid fight), etc etc. Its true also that with 3 ammo types only, lazers are gonna pwn still. But as we kno CCP love amarr so its to be expected

The whole blog looks SPIFFEH!. As for empire space being un-safe for alliances after this, have you considered trading with those little corps in empire space, and flitering through some of teh moneh from you wallets to them? You dont HAVE to do everything within the alliance..deligate..subcontract. Oh hangon, CCP would have to include a formal contract system first... /me slaps oveur

Thanks for nerfing pulse lasers. Really appreciate that. Please continue to the keep the unwelcome, unanticipated, and ill-considered game mechanics changes coming. That way, all the pressure will be off any future decisions regarding skill specialization and ISK investment. After all, whatever decisions you make now, or in the near term, you can be sure in a few months, it won't matter one bit because EVERYTHING will be different! This is actually a big relief. I mean, here I was doing analysis, reading detailed information, studying markets, looking at websites and data. No longer! Now, to make important skill training decisions, I'll get drunk, blindfold myself, and throw darts at a listing of potential skills hanging on a wall. And as for investments to make, I'll now start asking my wife's cat. After all, what difference will it make? Meanwhile, might someone ask why it is just fine to go hosing those who have invested time and ISK in pulse lasers, while those who have invested in MISSILES THAT NEVER EVER MISS are just fine. It is game balancing like this that has lead to a situation where 3 out of every 4 battleships in the game are Ravens.

The Hybrid thing excites me. Less cap use means that I have more breathing room to run maybe a tracking comp, or I can squeeze in an extra cycle or two of repairing. Less grid use would make us all very happy, as I have a lot of ideas that I just can't run because they take just a tiny amount too much grid. A skoch more versatility, very much appreciatted. Thank you Oveur.

Oveur, can you give the Wolf its deserved 10% falloff bonus? Its only 5% right now, and its not just the description, either. It should be 10%. All other falloff bonuses are 10%, the harpy has 2 +10% optimal bonuses, too. And we all know that optimal range is alot better than falloff on long-range. So why not make it 15%? Well, one can always hope. Just make it 10%. I don't see why its only 5% now. Oh yeah and again dont lower hybrid powergrid reqs. And if you do, lower projectile ones too. Because hybrids and projectiles are pretty balanced atm.

Well, if you're going to include stealth capable combat ships (non-cov ops) you can go about it two ways: 1) +500% or so fitting requirements to warp scrambling modules on stealth bombers if they're capable of locking while cloaked - prevent the omgwtfbbq and I didn't eve see it coming. 2) Have sig radius size smaller than small drones - reflects "real world" stealth technology. They're not invisible, they just take forever to lock (long enough for them to get in, strike, and get out before they can be locked onto by anything larger than a destroyer or frigate). Personally I vote for option 2, but since no stats or ideas have been yet released for them, we'll have to see.

Cool CCP, nerf the weapons that you need AT LEAST HALF A YEAR to train them, and most considerabely, nerf the lasers, the pulse and the crystals. I played half a year, spending 3-4 months in training lasers now finding out that I done it FOR NOTHING! Amarr never had a damage bonus, they only had cap use drop only finding themself that even at a level 4 or 5 they still use more cap than any hybrids weapons so here amarr just losse a bonus for what? for not having ammo? this scuks. not to mention that many ships got bonus for capacitor recharger or capacitor capacity, why? becose they allways have problems. so amarr bonuses are just for calm down capacitor problems, loosing time in training that, while hybrids or projectiles got damage bonuses, optimals, tracking, etc. and now they also get capacitor use down. nerfing pulses, nerfing damage of crystals, lasers becoming the most usless in damage, and the most idiotic weapon becose of the capacitor fight. even now with the new assault ships, it is IMPOSIBLE TO DESTROY A MINMATAR SHIP WITH LASERS. especialy if you are forced to put in a radio. 92.5% at shields, this is just bullshit. So for 30M a week every griefer in EVE can (and will!) declare war on an alliance? And forget the raise of cost from the 2nd and 3rd war. Why should a griefer declare an 2nd war, if he gets MORE THAN FIVE THOUSAND TARGETS with the 1st war declaration? With this change that "war"system changes even more in a pure griefer system and makes forming an alliance totally useless. The only problem is that missiles are easy to train for, and the devs have promised a missile rebalance, T2 ammo, missiles and drones, which brings with it a massive skill tree for missile users. all this new "stuff" is all well and good but how about telling us about new dev tools you'll be adding to give us things to "do" in game... Are you even making mew tools for the event team? What about missile changes so we can fly frigs again and see mixed fleets? nm, canceling accounts soon due to boredom. Soon(tm) has got old.

How about doing what I suggested in one of the "Thron sux" posts and just take care of the thron and blasters right now. Up blaster damage by 10% Up blastertracking by 10% Lower megathron Mass by a substantial amount, allowing for increased accel and top speed with MWD/ABs. --OR-- up blaster damage by 10% up blaster tracking by 30% change megathron 5% tracking bonus to 10% MWD speed boost bonus.

After thinking about it i don't think that is a wise choice to totaly remove t2 parts form agent missions. The demand is higher than the supply thats why most t2 ship are still to high priced. Even with moon mining and agent reward t2 ship prices have not dropped any. The best thing would be make the agents drop 1/2 the amount of t2 parts as it does now and see how that effecrs the game. If everthing is working take the other 1/2 out. Also t2 parts are a major part of the agent runners income compared to the other crap the agent gives you.

BTW the "exploit where alliances just added alt corps to incrase the cost" was rumored technically not an exploit (no comment on the lameness factor). You may want to check the petition log and clarify this with other CCP personnel, but I guess soon it will be a non-issue. You may also want to consider the problem instead of the symptom for future reference.

Don't cut the ammo range changes. Currently with 5 or 6 ammo types to switch between during a closing engagements is pain in the butt - even for Amarr. Better to just have 3 ranges with 2 types of ammo for each range category. Each ammo focuses on a different area of that ammo's general damage class (i.e. for Amarr. 1 ammo focuses more on EM, the other Thermal). This will make ammos a whole lot easier to deal with. And free up cargo space!

though i have only looked over this patch briefly on SiSi, i doubt that small pvp corporations would survive with the EW changes... why? because you'll need at least 2 scramblers to pin down any ship in the new patch afaik.. YAY4TW for stealth bombers tho! (wtf are those anyway lol)

Im asking CCP only this: Do they find normal that minmatar AF and HAC is practicaly invulnerable against lasers? Is it normal that a class of ships be invulnerable against a certain type of lasers? I dont give a heck if they are more vulnerable to other type of weapons, I lost 4 months to train lasers not hybrid or projectile, and I dont want to loose AGAIN 4 months to train somthing else than laser ONLY to destroy the damn minmatar elites. Aren't the caldari assault ships pretty much the same versus hybrid weapons. Caldari vs. gallente, therm/kinetic resist vs. blasters? Do you see a pattern developing here? It makes perfect sense to me that minmatar tech would focus on defense to counter their arch-nemesis faction. You may as well ask them to nerf angels so lasers don't suck against them while you are at it.

I'm sorry for all you pulse lasers users, but you KNOW as well as the rest of us they were WAY overpowered, especially for the range you were using them for. May I remind you that PULSE weapons were meant to be the equivilant to blasters and autocannons- which I may remind you are CLOSE RANGE combat weapons, NOT 140km sniping guns. Those actions are reserved for -GASP- beam turrets, like, oh..I don't know...taychons maybe?? Pulse= low range, fast firing, less cap usage. Beam= long range, slower firing, more dmg. What is it you don't get about this simple equation? Man, only if our Minny autocannons could snipe out to 100km+...wouldn't THAT be a kicker!! :P

Factory, Office and Lab slots in Empire Stations have been increased as a stopgap until the final solution is implemented later this year. Adding 24 slots of Lab and Factory and a 50% increase in Offices. um why just empire ? why not add the additional offices and factories to the conquerables in 0.0? Surely that wouldn't kill ya. Sorry the current cost of labslots is worth a podding. Send someone out in a non uber ship to take a beating. Send the agents in the stations outside every now and then. They need to get shot occasionally. Yeah for 44 new missions. Hopefully someone with much better grammatical skill then me checks them for accuracy.. :( tired of being offered something Im not recieving. How can only some of the agent runners get a nerf? Other EW changes are um abit overboard. Nerfing pulses for range - um turn up concords range at the gates. Someone wants to fit the ships for range. Good for them Fix tracking its just not right to miss really large asteroids with projectiles at optimal +|- range - they arent really moving... Corp and Alliance tax models? Any fixes coming with those ever? 30 minute average time for map update - sigh - put the other map fixes in to be able to get better intel first. The map is pretty bad the way it is. How about something simple.... Last login timestamp for corp members... sooner Ship hitpoints - please... soooner. Fix market scammers ... allow someone to affect their seller standings and allow some visual colors to be identified with risk of doing business with them. Suggestion, up the initial cost to 50-100 mill a week plus an increase like in the office, factory rent, like 5% per day. So that way people that really want to fight can fight by getting the needed funds, griefers well they can grief but if they wanna have fun having 5k+ targets to shoot at, well they gonna pay for it. Saying your 4 months of training (Which all gunners go through) is a waste is saying that Hybrid and Projectile training is an even more waste. Obviously, this needs to be corrected. You have had the pleasure of using one of the most overpowered weapons in EVE for quite some time, I think that's reward enough for those 4 months which the other gunners did not get - and still they trained the same amount as you.

HDCamper: We are only increasing in Empire since 0.0 and Conquerable stations rely their defenses on owning these resources and not allowing enemies to set up outposts. We were not going to disrupt that model.
The Agents that are nerfed are the ones in 1.0 that have high effective quality. The worst place to do agents is in high security. The formula was not taking this into acccount. If you are around 0.5-0.6 you should not notice any difference. Again, this only affects agent reward, bonus reward and loyalty points, not the bigger factors like Bounty and Loot.
Regarding war costs, we did a more recent analysis of active war costs on TQ based on some early comments here yesterday and increased it to 2M and 50M respectively. Blog has been updated with this information.

Nerfing the pulse lasers? They are already useless against heavier armor tanked NPC's. If you nerf the pulses without boosting the beams in one patch you'll hang a lot of Amarrs out dry. There is already trouble taking out an armor tanked NPC with 6 x pulse and 2 x siege with the correct torp type. And that's with lvl4 on all gunnery skills. Please wait with this nerf until you have a proper boost for the beams.

"Pilots in Space will now show a 30 minute average count." Before this is brought in it would be nice if claimed constellations are lit for their owners. Life for POS owners is hard enough as it is. Killing the map means POS owners won't know potential hostiles are heading towards them until it is too late. If you want people to move to 0.0 and stay there, bring in the POS factory sooner rather than later, its the only essential component missing.

Hi Oveur, what about the 30M per alliance war? This will raise griefing to a new highwatermark and force even more of our members out of the game than we already have lost due to the constant empire "wars". As soon as their subscriptions have runned out, we have lost them forever.

All in all this sounds like a very promising patch. Regarding the ecm changes, I'm still 50/50 on them, but I do have faith in the devs so I'm quite looking forward to seeing how the changes effect combat tactics. As for the 30 min map change, thats great news, especially if it is easy to tweak. I think 30mins is a good compromise until POS's get a limited realtime feed of say the surrounding systems within 1 jump, or 2 jumps if you use more of your fuel to power it, or 3 (you get the picture :P) Maybe this will open the field for relay stations with limited defenses that can be used to warn of coming attacks, either because you noticed it on your map, or the station doesn't seem to be there anymore :P Once some form of pos module is in place that people can use/check then the time may even be worth increasing further, but as you say thats more of a wait and see how it goes. Anyhow, all in all its a patch I'm very much looking forward to and it isn't often I feel that way :)

Excellent news, congrats CCP for bringing us these changes. I do hope the new Prop & EW makes it to TQ. The new approach is great fun and will push people to use their imagination when setting up their ships. Oveur, what will ultimately decide if the E&PW changes make it on TQ, and when will you finalize a decision? Cheers.

Ok, sorry, hadnīt seen the raise from 30M to 50M. But doesnīt make a big difference anyway. The actually nearly useless alliance system (alliance mail = spam mail, no alliance standings, no advantages at all except that tiny blue star on the overview, if you meet an alliance mate) will become obsolete after the next patch. Be prepared to see the ingame alliances vanish. XETIC will be one of them. We will go back to the pre alliance system, which wasnīt perfect, but we didnīt have to pay a lot of ISK for it and didnīt had griefers with the ability to attack more than 5000 pilots with a single war declaration at the cost of some peanuts.

Must agree with someone's post somewhere up in the mess: ammo does need more flexible ranges, at least +/- 25% (Proton and Nuclear = 1.25, Phased Plasma and Fusion = 0.75; Tungsten and Iridium = 1.25, Plutonium and Uranium = 0.75)

...and as I stated before in the ammo blog, titanium sabot s should do 6 kinetic and 3 explosive, not vice versa; furthermore, I have to agree with others that the distribution of thermal and kinetic damages in hybrid ammo should be more even and less biased toward thermal.

Another thought i had was concerning hybrid weapons. Why not change the damage it does to thermal (main as suggested) and secondary explosive... I would write it all down as to why but i can't find any decent arguments atm(i'm sure there are some [)]), except for thermal and explosive might make more sense for hybrids(at least for blasters) as hybrids shoot plasma which is very very hot and ver very explosive :)

Maybe the real thing that upset me is the nerfing of the lenses. Now they are idiotic, you put the big base on EM and very little thermal, this is a major handicap. you cant do almost anything throught the armor and especialy vs those minmatar. Only if lasers would have the main on thermal, minmatar HAC and AF have thermal resistance as a second. would give a chance

Corps can fight in empire, but Alliances are suppossedly sovereignties. They should be fought in 0.0, where they claim their space. You can be damn sure that if CCP declared war on Canada and started chasing Canadian citizens around and beating them up in Iceland the Icelandic cops would put a stop to it. It currently makes little sense to join an alliance, the loot off 2 battleships is enough to pay for Alliance war costs. Its a giant kick me sign.

the problems with griefers #1- ppl whine about em instead of hunting them down and killing them (my favorite solution) #2- griefers can hide so easily (the bane to my favorite solution) the ultimate solution- Alliances are nations, governments of themselves, powerful entities... if you attack a allaince, you are a enemy to it, if you hide in, say, amarr teritory, and amarr stations, the alliance can tell the amarrians to kick you outa their stations- OR ELSE. in the intrests of good politics with a powerful, rich allaince, the amarrians would do what they say, and the griefers would no longer be allowed to dock in amarr-faction owned stations... however, this works a couple ways, the minmatar and gallente dont exactly like the amarr slavers, so they WILL allow the griefers to dock, and may even empose a penalty on alliance members of a alliance that has seeked 'favor' with the amarr... yr allaince could only seek favor with one faction at a time, and you would have to wait 1 week after ending favor with one faction to gain favor with another.. this is jus a rough system, im sure theres plenty of other things about it that can go wrong, and need polish, but i beleive a system somewhat like this may work....

Dammit! Just wrote a dang book and it didn't flippin add comment - will try to remember it all... Ammo changes NEED to go in. Being able to chose between damage types at a given range is faaaaar and away a better system then the current one of if you want X range then you are stuck with Y damage type. That stinks and needs to be changed, even if that means only having 3 ranges to choose from, so be it. Please get the ammo changes IN. All in all sounds like a good patch, thanks for the hard work, we appreciate it. But, but but... What about.... Ice harvesters that shut themselves off every cycle. Pinned UI windows having to be repinned everytime you log on. Shuttles and small ships using 100% and not making it all the way to a warp point less then 3AU away when hitting auto pilot right after an undock. Drones that take armor damage when they still have shields. Etc, etc. It's the little things that make or break a game imo. The big things are all fine and good, but they are the kinds of things that move the game forward, and get worked on pretty much forever. The little things that never get fixed make a huge difference. Simple stuff like fixing ice harvesters, fixing pinned windows, etc. They can't possibly take very long to fix - and they would make the game sooooooo much more enjoyable. Dammit! Just wrote a dang book and it didn't flippin add comment - will try to remember it all... Ammo changes NEED to go in. Being able to chose between damage types at a given range is faaaaar and away a better system then the current one of if you want X range then you are stuck with Y damage type. That stinks and needs to be changed, even if that means only having 3 ranges to choose from, so be it. Please get the ammo changes IN. All in all sounds like a good patch, thanks for the hard work, we appreciate it. But, but but... What about.... Ice harvesters that shut themselves off every cycle. Pinned UI windows having to be repinned everytime you log on. Shuttles and small ships using 100% and not making it all the way to a warp point less then 3AU away when hitting auto pilot right after an undock. Drones that take armor damage when they still have shields. Etc, etc. It's the little things that make or break a game imo. The big things are all fine and good, but they are the kinds of things that move the game forward, and get worked on pretty much forever. The little things that never get fixed make a huge difference. Please, of all the things you can boost on hybrids, cap usage is the most worthless. PG reduction for medium/large, and dmg and tracking boost on blasters is what's needed. 7.5% DMG increase on blasters 15% tracking bonus on blasters As for PG reduction, I did it so the PG reqs. would be clean #s. (all reductions are ~5-6%) 425mm/neut=2600 350mm=2000 ion=1900 electron=1400 dual250mm=1150 Do the same for mediums, and if you want, just use the current T1 PG reqs. for T2. Sexy, huh?

Factory, Office and Lab slots in Empire Stations have been increased as a stopgap until the final solution is implemented later this year. Adding 24 slots of Lab and Factory and a 50% increase in Offices. um why just empire ? why not add the additional offices and factories to the conquerables in 0.0? your response was : We are only increasing in Empire since 0.0 and Conquerable stations rely their defenses on owning these resources and not allowing enemies to set up outposts. We were not going to disrupt that model. Im not sure how increasing the office space and adding some additional factories in conquerable stations and the ability to set the bills on offices and factories to a higher value then its current maximum. (Not personally sure the max that it can go to now but hearing not that high) How would that affect the "model"? It would allow alliances to get all thier member corps some offices and a couple of factories. (still seems on par to the current model in place, for now.) Sure there are a few additional things that would be a huge benefit in the conquerable station regions for alliances such as a few labs or the ability to purchase some labs for a station in a region. Look I can make 50 mill in 5 hrs mining veld. War should be the most expensive item out there as it is the most disruptive thing one group can do to another. As to simplifying it, how much simpler can it get? Pick a target, pay the bill, shooot enemy ships after 24 hrs. I would propose a simple war declaration system to you. (# of corps + # of members for declating corp/allaince) * (# of corps + # of members of recieving corp/alliance) * a set fee. that war small groups warring would not get a huge bill unless they were declaring on a huge target ( IE PIRACY). True war would be restricted by your actual wealth. As an aside name me one benefit from the alliance system as it stands now. There is no benefit from being in an alliance atm just being a target for greifers.

50 mill for a allience war is still to cheap i think 100mill is more inline. Also will war costs still rise each week of the war if so isn't it a exploit if someone retracts and redeclares to keep getting the lower price.

Where are the promised Exodus features corp taxes, Asteroid rings etc, Comet mining, You could at least tell us why are you not implementing them. 3. FIX hangars sorting or add option to game setting's that allows us to choose the deffault sorted by setting! ! ! 2 thumbs up for CCP. And keep up the good work. G.G out

Ack, 30 mil for some small, piddly, insignificant corp, to declare war on a giant alliance, that probably moves billions of isk worth of stuff through empire on a daily basis. I make that in an hour, ffs, I mean, that's gotta be a joke, I just can't understand how that can seem like a good idea to anyone...We had 7 war decs in 1 day, and you want to make it cheaper for the scum? Not to mention the fact there was 3 main selling points to being in an Alliance, I thought; a)0.0 access b)numbers c)Although war was expected, with the likes of FOE and MoO and SPURM, ppl worthy of the time and effort fighting, however, thought the days as tiny little 3 man nub corps declaring war because their bored were over. But hey, up with the 30 min map refresh, that's a great idea. I think the facts, and labs would be better served in 0.0 stations, though, tbh, that alone would free up tons of space in empire and allow 0.0 alliances to stay where they belong. Hmm this patch will not help populate 0.0 move some stations from Empire space to 0.0. 90% of patch is around PvP. More missions for Empire agents wouldn't help too.

i just wrote a big post, but it got lost when i tried to post because it took me more than 15 minutes to write, so i'm keeping this short and sweet. 1. kill all 0.0 map, make allainces who wish to own 0.0 space work to keep the space secure by having to do patrols, npc stations stay on map, POS/players don;t show up unless they are in your allaince/corp. 2. change war cost's, put in a sliding scale from the cheap "15 mill P/W 0.0" war to the mucho expensive 250 mill P/W 1.0" war. ((0.0 war means it's a lawless war, as soon as they enter a 0.1 system, normal game rules apply upwards to 1.0.)) ((1.0 war means everywhere in the entire eve world is classed as a war ground for this type of war, nowhere is safe, it cost's so much because many high-up secuirty and race based npc's need to be bribed to stop concord from entering into the battles)) the 0.0 war is aimed at those allainces who what fun with war, while if your aiming to wipe out every last trace of the enermy from fighters to empire traders you would need to pay a hell of alot more(i.e 250 mill per week) this would detere the corp's/allainces that camp major 1.0 systems because it's fun to kill indys and it cost's cheap too(at the moment it does anyway)

actually, this is a good move towards the blackout of 0.0 ... this way a hunter can travel 0.0 and if chased by some monster alliance blob can easily bail. After people figure it out I think you will start to see a lot more empire chars in 0.0 after this, not to mention with the averages you could move a huge fleet into position before anyone even notices :)

The irritating little things that have just slipped in and have never been fixed list: Hanger sorting back to by type or let us set the default. Cargo space remembered on inactive ships I am getting really tired of having to put the cans back into my industrial every time I make it active. Window problems: random resizing, random repositioning, and random snap to another window and resize both smaller no matter how far apart they are. Now for the real question: Have bookmarks been fixed? Do they take you to the same place every time or is it still WARP RANDOMLY CLOSE TO WITHIN 15/20 of bookmark. Please fix this one if nothing else. These should be simple fixes. They seem to have been overlooked or maybe they have been fixed and because they were so simple nothing was said. It is just these little irritating things that day after day, wear on the pleasure of the game. Otherwise I have no complaints and I think you (CCP) are doing a GREAT job. Please do not let the little things ruin a great game .

About the "pilots in space" thing, what about variation on the delay according to the sec status? For example, in 1.0 to 0.7, it shows the number of players currently in space. Between 0.6 and 0.3, it shows an average for last 20 minutes. From 0.2 to 0.0, it's an average for the last 30 to 60 minutes...

Ok its pointless one person like me fight against all other non-amar hater, that dont use lasers, and dont know the enormeos headache that capacitor gives, and the MAJOR PG problem especialy at cruiser ship class. So one question I would have. Why the turrets users need to train up to 6 months only to compete with the missle users that in maximum 1 month can have almost 100% efficiency? While in fact the missle avg damage over avg damage turrets is much higher (I done the tests and also a guy posted on forum an image with the efficiency using a program recording the log)

Complete and utter BS ! (not battleship)... So, basically T2 Comps are getting nerfed, cause those MEGA Corps whined too much about not making a profit on their POS's... Sorry CCP you justed nerfed the Independent Small Corp that wants to sell T2 by using Agents Drops as its supply.... The NEW Stuff dropping better be the complex reactions (i.e. what you get when you Refine COMPS now... Cause any less is CRAP to a smaller corp... At least then I could buy the BPO's and build the comps from the materials the Agent gives me....

I expect "mutually declared war" would still be useful, but "corporation tournament" or something similar might be added as an option and would serve to keep actual wars (and their politics) seperate from friendly skirmishes.

I expect "mutually declared war" would still be useful, but "corporation tournament" or something similar might be added as an option and would serve to keep actual wars (and their politics) seperate from friendly skirmishes.

Default sort by type = mandatory How about some sort of reward system for ppl with a 10.0 standing with their mission agent and/or mission corp? It takes a lot of time and effort to attain that standing, it would seem fair to reward that. Possibly alowing those with that high standing to qualify for events, or other elite rewards.... just my 2 cents And jeez, throw a dog a bone with that stealth bomber info! Leaving us hanging is just cruel! =) Just a pic will suffice (for now)

The war cost changes are Crap. currently say I have 2 alliances of 10 corps each. The first war will cost me 10 mil and the 2nd will cost me 20 mil for a total of 30 for a week. Now the cost will be 50 mil for the first and 100 mil for the 2nd at 150 mil total a week. 500% increase thats nuts. Just another way to nerf pvp and make the alliances harder to kill for small corps.

I would like to know more about the "System Scan times will be substantially reduced" in how that relates to Probe usage. The whole package, launcher, all the drones 192s and down to the 3aus... What is so special that I now need to use a Covert Ops to make this work? How is that going to happen when the probe launhcer itself needs 220 cpu to use. A Covert Ops doesn't have that much left over, even if you trained it up to Level 5. Or are you simply trying to make Probes a 'tactical' weapon, which they are not right now? TEHA/Talons

Patch Notes? As for war cost Falzone mentioned 50 mil is still to cheap. you can pvp all you want in low security for free. Most of the wars i have seen in Empire space is mostly from griefers. War needs to have a set goal or grivence not you just want to shoot something and want easy targets.

Alliance war costs are way too high at 50m. People use alliances as their automatic safety net. An alliance is in a better position to defend itself than a small corp and should be expected to actively defend itself instead of relying on the automatic protection offered to them by high war bills.

I agree Ifny, what's in it for the solo player? Once again, we are forced down a path of membership in a large group to partake in game features, including most 0.0 access, ability to run POS, etc. I don't WANT to join a pantywaste alliance.

Point is, that war costs against an alliance should be very low because you are in a better position to defend yourself, and war costs against a small corp should be higher since they have a harder time defending themselves. Alliances are used as a safety net by carebears when in fact, they have a great deal of power to exercize and should be expected to. If a 1 man corp can terrorize an alliance in domain, who the frack can feel sorry for the alliance. Lower war costs for alliances !

Where are the level 3.5 agent missions? 3's are too easy and 4's require an armada if you ever hope to get the bonus. Again, ccp not looking out for the single player and sucking up to the corps. It doesn't have to be that way!

They control the markets, production, 0.0, everything, and now you cannot declare war on them unless you have bought your isk, account, or have lots of friends, at least not for long. The logic behind the war cost raise, is that ultimately it is inconvenient that an alliance would have to put up with being a target, especially its haulers. The burden is placed squarely upon the small corporation, so that alliances are not inconvenienced. I simply cannot believe it. Links to sites advertising isk for sale can be found on this site.

good to see you haven't penalised carebear merc corps by implementing corp war declarations as mutual agreement only. wouldn't want to force them to take on equally matched corps or heaven forbid go into 0.0 space. they might cancel their accounts if they had to lose ships (thats sarcasm by the way, look it up in a dictionary, thats a big book which lists words and what they mean)

Mr' Bester, I do LVL 4 Agent missions by myself in a Scorp and make it out withouta scratch everytime. Two of my Corpmates do the same in a Raven. Another on of them does it in a Apoc. A former corpmate does them in a Mega, we all do the missions solo and it works out for us in the long run.

killmc since when can u fit 5 heavy neutron blasters on a Thorax without mods. Exactly, battleships are not meant to be able to fit an entire load out of uber pwnzor ur dead in 2 seconds guns, would just be unbalanced. Also, I wish hybrids, or gallente ships in general would get a bonus someday. Wow... a SMALL decrease in cap and possibly pgrid, that doesnt help us at all. Our ships still have uber structure, what good does that do us? Either come out with structure tanking modules or give alot more love to our horrible weapons...

"Factory, Office and Lab slots in Empire Stations have been increased as a stopgap until the final solution is implemented later this year. Adding 24 slots of Lab and Factory and a 50% increase in Offices." There is a large debate going on about the meaning of this statement. There seems to be 3 interpretations to it. 1. 24 labs and factories will be added to the slot in stations with currently existing facilities. 2. 24 labs and factories will exist in every secure space station. 3. 24 total labs and factories will be scattered around the stations in secure space. I was wondering if this could be cleared up a bit? Thanks

i was thinking about the planned nerfs and couldnt help thinking this is a realistic game yes? well in real life all things arent equal are they so why complain ? if we want a perfectly level playing field perhaps we should have sealed "controll" ships with the same modules and weapons then noone could wave the its not fair flag. some of the proposed changes seem quite reasonable but far to many of them seem to be aimed at taking the fun out of the game for no real benefit. anyway theres my 2pence worth fly safe ;-)

some nice stuff in this patch, specially the co ops bonus, warfare and agent fixes but, hmm, shouldnt torpedos hitting frigates be fixed before pulse lasers.... and... i really hope this patch brings more stabilitiys... becouse many of us have really lots of problems with ctding and client / server sync since the last patch..... but oh well... looks cool, sure hope it is too :)

I thought this patch was going to hold POs buildings like cpu extending and powerplant buildings, I even heard of a factory POS that was comming out, :( seems not. damn I really was looking forward of expanding the POS. Hey! How come Pirates can kill "Carebears" by the dozen but god help the miner who tries to kill a pirate. Whay are pirates so protected while miners and haulers get bushwhacked every stinking day! Come on, let us fight back. Balance the game so non PvPers can at least defend themselves. Go to Ostingale and watch the pirates toast everything that enters the system. its really unbalanced. You can not defend against them. Or is the game really for the pirates and the miners and haulers are just dummies to pay for betting blown up every weekend? Nerf the pirate campouts!!! Please.
