After covering the beginning of the
New World Order in Sneak Peaks Part I of the upcoming content patch and
COSMOS being covered in Part II, I thought it would be appropriate to talk about some of the "smaller" things which the content patch brings.
Features?
Well, first, we are sneaking in features which should be considered quite inapropriate since that means a longer QA process. Nevertheless, we decided to implement
Simple Corp Taxes. It's simple in the way that you can tax bounties, agent rewards (if ISK) and market transactions from 1% - 15%. It only taxes transactions which are bigger than 35.000 ISK so our database servers wont drown in tax transaction calculations and we thought this would be an appropriate threshold after doing some data mining.
Leadership is getting overhauled, this is getting more and more important in the world of EVE and we will add the first steps of a general overhaul to gangs and groups in the next content patch. Leadership features new skills, modules and opens up for specialized command ships. It's still in development but we should see some of it in the next patch.
There are a couple of more features which might get in, but since we're loaded with work already and they might not make it, we're keeping them to ourself for a later sneak peak.
Yarr! NPC's
Pirate Commanders and Officers now spawn far more often in belts (up to 400%) and Officers have a remote chance of
dropping limited run blueprints of faction ships.
Pirate Set implants also drop from them and are available as offers from pirate faction agents. Collect the whole set to get an extra bonus. As a result, Commanders and Officers have been increased in both damage output and damage sustainance. Oh, and
faction ammunition is also in there!
Convoys are getting increased in strength and given loot worth taking them down. We're also adding elite Convoys which should have some more interesting stuff in them.
NPC's now get a
signature radius increase when using a MWD like players do and they are in some cases using
bigger aggression groups - so watch out who you piss off, he might bring more friends after you now. Some
end bosses have also gotten beefed up so you usually need a minimum of 2 players to finish him off. This is inline with our goal to make missions more challenging and some of them being an effort requiring 2 or more to finish of the last stage.
Industrial revolution.
Cycle times on all towers will be increased to one hour, allowing small towers to serve as more specialised mining outposts and mediums to compete with large towers over a single simple reaction,
final reaction outputs will be boosted to varying degrees, and
ice consumption will be slightly lowered. Alliances with
sovereignty over a system will also decrease their starbase consumption further, since sovereignty provides some of the fuel.
We also added
Reprocessing to all Empire stations in addition to
adding traces of Zydrine to Jaspet, Hemorphite and Hedbergite. This should increase the interest of system in 0.1-0.4. Well, and provide more mining targets for pirates ;)
Improvements and some nerfing!
We have some further client improvements in the patch, such as perfomcane improvements to LOD'ing and improvements to UI performance. The client also features better support for all the worlds character sets enabling chat in everything from Russian to Chinese. As always there are a number of optimizations done to the server.
Parts of the
"new" New Player Experience project is launched in the upcoming patch. It features an introduction to the EVE Universe, some improvements to your characters skills after character creation aiming to decrease the "time-to-useability" and a new tutorial. Next part of the project will be to update the tutorial agent with a longer and more involving path, like more ship loss and further speeding up the character evolution in the first month.
We also have some necessary things which we have to do at one point, and chose to do them here.
All infinite run blueprints copies will be converted to limited-run blueprints. Ship blueprints will get changed to 20X their maximum run in a copy, so infinite run ship blueprints will get 200 - 600 runs depending on ship type. All other blueprints got a 10X maximum run increase.
Secure cargo containers get their hitpoints decreased down to a mildly destroyable number. Players should look towards small Starbases for secure storage instead of using secure cans.
At this point in time, it does not look like changes to intajump bookmarks will get finalized and implemented. This was mentioned in the omgrawr.net devchat as being a possibility - and still is, but probably not in the next patch.
Wait, Jumpdrives? .. ! ... ?!?!?!?
Cruisers in general are getting some improvements, the final outcome to be decided but we are investigating various things there. It's pretty much something we are sneaking in so we don't have very much time to focus on it yet. As mentioned before, Logistic cruisers are getting a considerable boost to their defenses.
Then we have the new
Capital ships. One of them, the
Dreadnought, features the Jumpdrive. Yes, the jumpdrive. It's probably going to be far overpowered and all that, so expect it to be heavily pre-nerfed. This only leads to more joyful occasions where we are able to un-nerf it later on :)

It's main special capability is the siege mode to attack structures of any kind. In this mode it won't be useful for anything else than shooting structures - and I mean not for
anything else. When not in siege mode it serves as quite an adequate anti-battleship machine, having the firepower of a couple itself and the defenses a bit more than a couple. Oh, we do have a nice picture of the new Amarr Dreadnought available. It's ... brutal looking isn't it? (Click on it)
The second ship - which is not Jumpdrive powered are the massive
Freighters which will enable large scale logistics to the outer regions and also better populate the regional markets since they can even move unassembled ships.
Summing it up
This third sneak peak means we have now covered the NWO, COSMOS, the new Capital ships and the jumpdrive, NPC changes, some industrial improvements, missiles, lots of tech 2 stuff and of course just now the simple corp taxes and leadership overhaul. It's going to be a big content patch and our timeframe is to get it out in the end of June. It changes and adds a whole lot but we think everything in it should be a welcome addition. But we're not finished yet. There is at least one more sneak peak to come ...

Finally, corp taxes. Simple maybe but still. Just the ability to tax bounties collected by your corp members will mean a huge change in corp finances.

From the sound of it, Dreads are *very* vulnerable to the smaller ships, Interceptors in particular. 10 Interceptors afterburn-circling = dead Dread.

when I was living in 0.0 I can prety much confirm nearly ever system only had these empire ores you talk of and in very large quanties, it actually might make many 0.0 systems useful for mining.

If you read up, you'll find your clarification by Oveur.
The reference is only to the old BPCs that were pre-exodus, that were infinate run. Not BPOs.
Can you imagine making a BPC of a limited run BPO with only 1 run left on it and coming up with a BPC with multiple runs as a result?

With the dreadnoughts finally coming could we see a change in how logging off works. You shouldn't be able to log off in order to save your ship if you're scrambled. If this isn't implemented I forsee dreadnoughts never dying to gank squads that come across someone stupid enough to fly across someone flying around by themselves. Just put on the tanking and log off... fucking gay is what it is.

If that's the case that's even more gay. I'm certainly hoping scrambling will work on the jumpdrives or new modules are introduced that disables their jumpdrives. Either way it still stands that they could just log off and save their ships very easily in anything than a large fleet battle. Imagine when the titans come out and whoever is piloting it sees he's gonne lose the titan. Logoff button ftl :(.

That's great but I would just like a precision on the POS cycle part. If the cycle is one hour will the fuel be used each hour too, to increase the cost of fuel for them? Because competition for large is good, but not if it's 1/4 the cost. IMHO

Karazaan if they increase the fuel consumption time to an hour for all towers as it stands right now, all the towers will cost exactly the same to run. There will be exactly no advantage to running a small or medium tower whatsoever. Small and medium towers already support fewer structures, and small reactors can't run complex reactions. Leave them at least one advantage.

I noticed in the picture that they have anti frig (destroyers), anti cruiser (Battlecruisers) and anti battleship (the dread). What I get from this is that its very vulnerable to other ship classes and also that battleships no longer have a roll as anti anything specific. Will this lead to everyone getting into a dreadnaught?

Will it be possible to gain sovereignty over a system, which is in the moment the sovereignty of an NPC-faction (like Venal, Outer Ring, Stain, Great Wildlands...)?

I'm still not conviced about how ccp will inrease the pop in 0.0.
If they nerf the bm's people will almost stop moving in and out.
And I agree that the Zyd price will be decreased, but now Zyd is worth more than Mega and I don't see any problems by it, but this will also make people not want to go into 0.0.
This isn't an easy task and I'm eagerly waiting to see how this works out, since I really got my doubt about the inrease of pop in 0.0

WOOT for logistics!! and Log lvl 5 should be finished just about in time too.
I hope the Devs realized the danger in giveing dreads a huge range on there guns. as this could with boosting very quickly make them invulnerable to Starbase weapons, some battle ships can as they are get to over 200km optimals which can rival some starbase guns as it is.

All sounds good to me, but what I'd like if anyone can tell me, is if the small graphical glitches that everyone gets are going to be fixed, eg. The missing turrets on the Jaguar in space(only front 2 visible), the turrets for all ships when docked, The Minmatar emblem on the tempest (back right) is only visible when cloaked, the Prowler's turret is missing in space and when docked, and it's front fints need air brushing (lines visible), and a texture on the back of the typhoon is inside out, any info?

Ya Question is that right about the Freighters "not" using Jump Drivers??? The orignial info about Freighters said they would be using Jump Drives because of thier massive size. Everything else look assume though. Just please give more insight about the freighters no jumpdrives thing??

I thjink people have been missing quite important things here. These new skills are going to be so painful to train, even with high perception I bet we're talking days for level 2 :|. What we really need is tech 2 implants. There's not just the dreadnaught skill to worry about training though (Think 10-16 times training multiplyer, and needing possibly battleship 4), there is also the... not so modest ammount of skills needed for tech 2 XL guns :|, then for you poor caldari pilots there's all the tech 2 missile skills and associated citadel torp skills, anti nerf skills and so on. You're in for anything but the bast of times to come.
Another thing, the change to hourly fule needs on the medium and small towers is probably to save people confsdion with their running costs. This way the small tower will run on say 1 x This Item per hour, while the medium runs on 4 x the same item and the Large on 16 x this item. This way people can be clear about what they'll need to run their stations.
Some one mentioned that a large group of small ships could orbit and kill a titan... from what I heard they have 25km ranged smart bombs for those things, with the right energy management skills and a couple of tech 2 XL smart bombs i don't think frigates are really a problem...

Missed a point, people keep saying a freighter needs a Jump Drive... on the terms of size I would have to say this is true. If a dreadnaught or a titan can't fit in a gate why would a freighter manage? However there is one huge *&%$ up with that idea, say you fit a jump drive to a freighter... yuo could move all that zydrine through 0.0 space with no trouble... that would just defeat the point of gate camping at all, and piracy would be removed. Since piracy is a valid point in th game stuff that, I don't do it my self but you might as well take away ship building

FFS, blueprint originals [BPO] wont get changed, the unlimited blueprint copies [uBPC]will change to limited copies. Unlimited blueprint copies were made months, if not over a year ago. CCP already made it impossible to make uBPC's and now they are converting all the existing uBPC's to 'normal' BPC's.
Convoys will most likely continue to fly around NPC stations, like the convoys ingame do today already. It's possible they will let convoys fly near stargates aswell, but that will probably be confirmed by CCP later on.
Zydrine in lower sec empire will make it easier for (newer) people to get introduced with the dangers and riches of 0.0, but with a form of NPC protection. It will make the step from high sec empire to the outer regions much easier.

The Zyd could really shake things up a lot. Jaspet is found in every 0.0 system I've been in which instantly makes 0.0 a more profitable place to be, that is until the price crash.
Oh, and I agree with Artegg, as much as I would like to own a Dread BPO since they are designed to take down POS they should be sold like POS.
And Meph, this is a team oriented game with some solo content. Evidently that teamwork philosophy is finally being extended to higher level missions. This is a good thing.

Sweet deal... but why don't Freighters get jumpdrive? It kinda makes sence that they would; they are huge... and slow... probably have no weapons, so why not allow them a super limited jump drive to get them from system to system slowly. Since they can't release cargo into space, there will be no crazy benifit to having JD other than maybe the ablity to bypass blockades... but even that you can prevent by making them wait long between jumps, and when they exit JD, allow half the solar system to pick up thier signature.
...plus I thought they were too big for a jump gate?
ONe last thing, when these ships blow up, will it damage ships around them?

ok, so looks like the jumpdrives are only going into super elite huge corp ceo ships, while CCP was already encouraging people to get out of teir battleships and fly more fun smaller craft...
Leaving regular players still with the huge travel duration problem that seems to prevent casual players from really using this as a massive multiplayer game, remaining forced into the massive single player game that is encouraged by the current game mechanics, as there are:
1) the only mmo where rewards (the ones that count, LP and standing) are not shared among people grouping for missions.
2) people all too often having to say sorry that's too far to go for me and still do a mission with you, before I have to go to bed.
3) acting as a support ship in a gang being really hazardous, as concord will show up and fry your ship and your standing, if any of those lousy drones decide on their own to go after your best buddy. And it being unrealistic for most people to only play with corp members and nobody else.
be nice if there were jumpdrives for those ships CCP wants to see most people in.
Right now, being a good little player and follow what you guys state how you want this to be played is kinda hard.

severus: cash is taken from members, so if its prossessed on dt member may olready spent it and will end up with negative isk amount wich imho is bad, so running tax instantly is good. altho it would be better to make things more simpler, ALL income is taxed (and i mean all income even char-to-char transfers) and only 1 tax amount is fixable (for example 1%) this will take 1% from all incomes and throw it into corp wallet, simple,elegant and will work, if for what ever reason player is not happy with it he can request refund from ceo/accountant, this will be managed by players.

Might be a better choice, to remove isogen and nocx from 0.5+ systems to encourage people to go to 0.1 - 0.4 more often as well as boosting the pirate community with more targets...

Think the new font sucks, very blured it is, also I have been suck for 2 days trying to dock on the test server.
Just gettting the black screen ect. dont do anything, the petions eg stuck and various other means have also failed to resolve this.

I think it will be bs lv5 spaceship comand lv5, and may be both frig and cruiser 5.

It's great and everything that you are introducing this new content, im all for it and i think you have done a fantastic job on the new ship designs such as battlecruisers. However, perhaps you should think about improving/redesigning the old battleships which are looking awful in my opinion. But, seriously i really like the changes you are putting in especially trying to get more people into low security empire.

OTOH, nerfing instas will be a huge mistake. It throws virtually unlimited power to the gate-campers (who have too much power already). Of course, since these forums are almost entirely pirates and pvp-nuts (the ones who stand to gain most from this) espect that view to be flamed.

Well personally I always found the jumpgate system for such a large game kinda tedious, as I'm sure many do. As it was more work than fun same as hauling in deepsapce because of the distances and jumps involved etc.
One of the big reasons for the boom in insta bm's.
If you can put in a more structured and better mode of travel based around jumpdrives, then people would be happy to kiss goodbye to them all together. :)
If your not putting jumpdrives on freighters and they are going to be so slow then, this is going to be a serious crimp in their usefulness, as most stuff still has to come from empire, due to poor support for any large scale manufacture still in 0 space, mainly due to flaws in ore distribution and a hostile mining enviroment in 0 space.
Something you need to fix if you want people to move more evenly out into the universe.

Although I think the corp tax is a viable addition, I think it a little unfair for example if you were to say sell your Battleship to purchase a different kind on the same tier and be taxed by your corp. I understand if you are making money by manufacturing then a certain amount goes to the corp but not if you are selling assets to fund the purchase of others.
I think mission rewards and npc rat bounties is ok to tax, but not the sale of personal assets.

Some ideas:
1) To reduce Travel time:
- Reduce warp time (i.e. increase warp speed on all ships) the time spent in warp doesn't allow any interaction other than the chat, so having lower warp time would lower travel time, which would lower the impact of losing IJBM while not affecting PvP and PvE in any way
- Create a new module to increase warp speed, that would decrease travel time even further without affecting actual game balance
- As said before, make options to warp at 5 or 10 km from gate (or make a module like "Warp Engine Calibrator" that would allow to do so)and/or increase all ships speeds by the same factor (i.e. all ships get twice their actual speed or 50% more speed, etc.)
2) Making ships less [close to] invulnerable
If some of the changes suggested above are used, then no more BM should be allowed within 15km from gates or gates should have an auto bubble effect like it was planned before (i.e. gates would scramble 5 or 10km around them, preventing ships to warp closer than that to them

A late question about what will happen to SoE/mordus and other non pirate factions out in 0.0?
Will they gett better agent offers as the pirate agents?
Will they get faction ammo and implants?
Im working together with a buddy of mine doing missions for mordus and there is really no good offers except the +4 perc implants that their agent is offering...
Would be better (if it wasnt for the fact that we want to stay in 0.0) to move to empire to do missions. (better lp rewards there)

This simple tax system is a wonderful idea.
I say increase minimum taxable transaction from 35 000 to 100 000.
Double benefit:
1- reduce the number of transactions on the server
2- new players don't get taxed much

Regarding cruiser balancing, I think the best thing would be to reduce the range of heavy nos (to say 15km) or make it subject to tracking. I wont go into detail how i reached this conclusion as this is not the forum for it, but I feel this is needed, as an avid cruiser pilot myself

thses Dreadnaughts could of been alot more i think. so they dont do nothing but attack stations? you cant jump a small fleet with them, or carry any frigs with it for raiding past blockaids and stuff.
